The "W" in the VIN comes from the fact that BMW is a German company - it really doesn't tell you anything about the country where the car was actually built. The MINI JCW GP was built in Italy, but it still has "W" as the first character of the VIN.
Likewise, all Hondas have "J" as the first VIN character, even those built in Ohio.

First digit in the vin is supposed to be country of manufacture. I think it is determined by where the chassis is manufactured not final assembly point. Second is manufacturer third is usually vehicle type (which it is for Minis).
Perhaps with the EU economy and the size of Europe its easier to build the chassis in one spot and have the cars final assembled at different locations depending on what model they are.
The 11th character in the vin indicates plant where the car was built all the Oxfords should be T like the 2 in my garage. The first 3 of their vins are WMW (Germany/Mini/Passenger vehicle) My VW is WVW (Germany/Volkswagen/passenger car)

MINIs are completely manufactured from the sheet metal up at the Oxford factory in England. I've seen them being made.
