Dash rattle

Hi,
I have a bad rattle coming from the forward dash piece, at the center of it closest to the windshield. I can see it shaking/vibrating while driving, and the noise stops when I put a finger on it. My car is a '03 Cooper S (just purchased 2 weeks ago), and the piece looks like it can come out separate from the main dashboard, but I'm not sure how to remove it, and the big Mini Cooper service manual by Bentley doesn't seem to cover the removal of this piece.
Does anyone here have any advice to share on this ?

When I put the JCW Shift Indicator Light I told them to lay a thin layer of neoprene that came with kit on top under dash and then pulled out that little Center Plastic Plug puts some glue on it and popped it back in. and Viola!
