Is there a fuse for the OBD....?

Hi! First time posting here so I hope I'm doing it in the right place,

I brought my 2004 Mini to my mechanic the other day for the MA state inspection sticker. About 10 minutes into the inspection they said they could not get the computer to get a reading from my OBD connection and were too busy to trouble shoot, so they sent me home to research on my own. They did not fail me, just said to come back the next day and said 9 out of 10 times this happens it's a fuse.

So far I cannot seem to find a fuse for it, the cigarette lighter fuse is fine (I read sometimes they share the same one) Since my mini is no longer under warranty I rarely go back to my dealership, I did put a call in to them and was told the car most likely needs a software update which could take several hours. I'm not too familiar with this side of things so I'm just going on what I've been told, anyone happen to have to deal with this or have any thoughts/advice?

When I called my mechanic back he didn't think this sounded right but wasn't sure what to tell me. I don't live too close to the dealership anymore so if I can avoid the trip in that would be great, if not, no huge thing. Thanks!

The OBD socket is connected to fuses F3 and F36.

Thank you! F3 was indeed broken, replaced the fuse and just passed inspection. The call to Mini canceling my appointment for a software update was very satisfying, thanks again!
