LA can be a little tough for waves because many of the Mini drivers have the car for the gas mileage and not the fun.

I live in the DC area, and if you heard the news today, Allstate released it's 7th annual list of the best and worst drivers in the US. My fair area of the world made NUMBER ONE (DEAD LAST) as the USA's worst drivers. Baltimore, the city to the north made RUNNER UP! So my commute is putting life in your own hands.
So while I hope I will wave, I suspect I will do what I almost always do, drive assuming that every person I can see in front of me, in my rear view mirror, and side mirrors are, AT ANY SECOND, going to slam on my breaks, or slam into me!!!
On the way home from work today, there was a girl in a Red Cooper S convertible on the freeway with me. We passed each other many times for about 10 miles. I waved but she wasn't looking. She was directly in front of me when she turned left to exit the freeway, as she got on the off ramp she blinked her right turn signal once. That "wink" is as good as any wave in my books.
There are so many MINIs around Seattle I'd throw my arm out waving at all of them. I'll take more notice when I'm back in Eastern Washington state in Chelan or Walla Walla. Not many MINIs there.

The have proliferated like Mice. I still wave. Don't get many back but I don't care. When I bought my cars there were hardly any around. Like you say there everywhere now.
If the windows down, I wave out the window, if it's up I give the two fingers (peace sign) while holding the wheel or flash. I do like flashing cause then all the cars behind the mini slow down looking for the fuzz

Well, I, for one, will definitely be waving! It's all I can do not to wave at Minis now, and I'm driving a white ford Focus wagon, lol. I like the idea of the "peace sign", as I am a member of that generation. But I'll be saying hello, with a wave, a flash, a wink of the blinkers, or a tap on the horn, just as soon as I get inside that little Laser Blue....
Wave to every MINI that drives by. It can be discouraging when you get nothing in return but every so often youll run into somebody who thinks its the coolest thing ever that you just waved to them. There are also the people that will wave all the way across the highway to you.
