Tow hook and tools location in 04
In my Sept 03 built 2004 MCS, the tool pouch is in the left boot access panel. It is a plastic pouch that folds shut, then is held in place by a velcro strap. It has all the devices mentioned above.
Since the ONLY SAFE way to pull a MINI out of trouble or even onto a flat bed truck is by this loop, EVERY MINI comes with one. Your owners manual tells you where it is.
Look under "on board tool kit" in your owners manual.
