Ummm... lots of variables, and you'll get a synergistic effect from some of the mod combinations.
Are you trying to hit certain numbers or just working up a dream sheet?
Unless you're rolling it into a tuner shop and telling them to just build it like Jesse James would, you may want to start in a modular pattern to fine tune aspects of the build-up. (focus on "intake & fuel" or maybe "exhaust and headers", etc.)
If you throw a lot of changes onto the car at once it may produce hard-to-nail-down gremlins, since you have altered so many systems.
The 1/4 mile time is very subjective - the car's level of tune is just one factor - tires (air pressure, composition, temperature, etc.), driver (reaction time, experience, weight.).
For HP gain, dyno it when you're done.
For 1/4 time - go run it.
