Generally shift at about 3000 rpm to the next higher gear and that will work fine. If you stay in lower gear and rev up you can get more power for passing but you will burn more gas in the process.
You'll want fairly low rpms (2500+) for gears to help with better gas mileage but you don't want the rpm to go too low or you will be lugging and working your engine too hard. When you see your rpms getting too close or under 2000 rpm it might be time to downshift.
