Did I just buy bad shocks?
I just picked up a set of New non-adjustable front and rear KYB Shocks.
I'm not sure if they are supposed to be like this, but they are fully compressed.
I can pull them out with a little resistance and can push them back in until they bottom out. Is that normal?
I've never worked on this type of suspension so I'm a bit confused. Most shocks can't be compressed by hand and are usually fully extended.

I think you have a KYB "standard" hydraulic shock which can be extended and compressed with a bit of effort. The KYB Gas-Adjust shocks are different because the gas they contain forces them to extend, and it takes considerable pressure to compress them. I thought they might produce a harsher ride than my old tired shocks, but they do as advertised- produce a smooth, controlled ride and react quicky when things turn sporty. My guess is that your new shocks are fine.

Also if they don't automatically extend then how are they going to work? they absorb shocks on the compression stroke and should fairly quickly return to an extended state ready to absorb the next shock.
They should take a fair bit of effort to compress, otherswise the approx 300kg per corner of the mini will make mince of it.
