The throttle pedal has a return spring or springs on the pedal assembly. You could cobble up a way to increase the spring tension, but I doubt it would satisfactory for long drives. (I have reduced the pedal tension on several DBW cars and trucks, but have never gone the other way.) People have been
using cruise control for years. My guess is it relates to joint angles and how you sit in the car.
