Lock switch inside

I'm curious, is there any reason why in Europe there is only one internal lock switch? In the US there is a lock switch on both the driver and passenger door handles (inside). But in Europe there is just a blank plate over the one on the passenger side. Is it some kind of regulation?

With petrol costing so much you might have to charge your passengers.....this is a way of making sure they don't leave without paying? ;-)

Sounds like the US MINIs finally got more option the the Euro MINIs.

I feel like it could be regulatory- idk.

I remember my Saab was the same way. There was a switch on both sides in the US, but in europe only on the driver's side..
