Mini factory/dealer driving lamp question

tried searching for this answer but found nothing specific.

I know the factory/dealer installed driving lamps are meant to work with the high beams but morristown mini states that the switch is there to also use them with personal discretion. Is this true, can the factory lamps be used even when the high beams are off?

Thanks for the help, I'm leaning towards an aftermarket setup instead but was curious for the comparison.

The switch allows the the driver to decide if the driving lights come on with the high beams, or do not. The stock setup will not allow the driving lights to be turned on if the high beams aren't on.

Make sense?

On the other hand, the stock fog lights DO allow you to turn them on with the low beams or just the fog lights with no headlights.
