dave- I would first wash the pieces with dish soap, use some Adhesion Promotor (bulldog brand) 3 thick coats and then apply about 8 thin coats of primer with
flex agent added. Then sand the primer with 700-800 grit, finishing off with
1000 grit for a smooth finish.
Then take it to the body shop, have them paint and clearcoat.
If you have a dust-free area where you can paint on your own, you could
try getting some custom mixed paint from below and paint on your own.

You'll probably need one 12oz can of basecoat and one 12oz can of clear.
A small bottle of rubbing compound.
When you're ready to paint over the primer, apply 3 thin coats of basecoat.
Let dry at least one hour and paint 3 thin coats of clear. Finish off with one
rich coat of clear and let dry 48 hours. Take your rubbing compound and
mildy go over the clear until it shines.
From my experience, it takes a lot of skill to get it as shiny as how the
bodyshop finish. Ive done several lip spoilers and sideskirts in my home
garage. Looks pretty good, but if i was to do the arches, i'd do the primer but
take it in for the paint and clear.
Goodluck.
