i want to keep the car OEM. given this, i assume i need to purchase both a toggle switch strip and a trim strip (for to include the silk screened rear fog symbol)? it is worth mentioning that i do not intend to wire/operate a rear fog as that light unit will be wired into my rear brake circuit instead.

The toggle panel is only sold as a complete replacement unit, not as separate components such as the face plate alone. The last I heard, it runs around $60 including NAM discount from Classic MINI.
However, if you do buy the complete toggle panel, and you were going to buy a rear fog lamp anyway to hook up to your brakes, then you'd already have all the necessary hardware for rear fog retrofit. All you'd need to do is ask your dealer to activate the rear fog feature on your car's computer, and you'd have a fully functioning rear fog operated from the toggle. I was fortunate and my dealer actually activated mine for free while I was in for other service.
A rear fog/brake mod would make the lamp have dual function as both brake and rear fog. Here is a kit that includes a fog lamp along with a jumper to make it also operate as a brake light, and complete instructions: http://myminiparts.com/proddetail.php?prod=MMBLK
However I would caution that the rear fog is very bright. In my opinion, it may annoy and cause glare for other drivers if used as a brake light in stop and go traffic. You should check for yourself and use a less bright bulb if you think it is too bright as a brake light.
