You can use most anything....an Allen wrench/key is near perfect....even a punch, awl, or small screwdriver works....anything strong and shaped like a dowel, and metal. Bet your tool box has something in it that is perfect!!
Assuming from the pic you are planning on changing a sc belt on a gen1....

Cut the long, straight section from a coathanger. Fashion a loop at one end so you can hold it better as you insert the other end into the tensioner tab.

The heavy wire used in yard/political signs work great too.
