No these are not stock flares. THese are the old MHW flares that were discontinued a while back. I think there is a company in europe that has made some new ones very similar though.
The wheels are 16x9 et13

That is a typo on their part. Look under the pic I have posted without going to the site you'll see: 2002-2008 MINI COOPER R50 R53 S LED FRONT BUMPER INDICATOR HALO RIMS LIGHT LAMP. It is also on the site. (Note that they are smoked not clear as mine are.) Believe me you will not get a full set of Fog lights for a Mini that cheap. (Not quality Fog Light)

Nice theme. Perhaps you might look into a light clear coat of incandescent paint (reflective) on the green to really get the Tron look at night. If you keep it light you shouldn't see much of a change during the day. Just a thought.
Here is what my 03' JCW MINI looked like when I got it a few years ago.
Since then I've gone through it and replaced all of the bushings and motor/trans mounts with poly mounts, put on a set of KONI FSD shocks, installed a 17% pulley, upgraded the stereo system in it, added some stripes, and plastidiped the wheels and a few other parts. Other than that, I've left it alone. Since it's got the JCW kit on it, it came with a good exhaust and intake.
I tell myself I'm not going to do anything else to it...but we'll see
