I want to install a rear tow hook on my mini. Does the rear bumper cover need to be removed to install? I had to remove the bumper cover to install a tow hitch. Hoping I don't need to remove the bumper cover again?

And looking for best place to buy one?

My '05 has a little tab the pops out and I can screw a tow hook in. And then there are fancy looking tow hooks and colours available.

I've never done it because I personally don't like the look, don't need the function. And most of all my wife would walk into it every day, her legs would be covered in bruises and people would think I beat her.

That's good news the bumper cover will not need to come off. Sounds like if I pop the cap out it will install easily. And it sounds like I need to make sure I get the correct tow hook for the 1st gen mini.

I want to use it as an extra tie off point for a tow hitch bicycle rack to cut down on the wobble.

 

If you only need it sometimes and it doesn't matter how it looks, I've got good news.
There's a basic tow hook in your jack kit. It's under the false floor in your trunk.
It should be unless the previous owner misplaced or sold it or what not.
