RT taillight moisture?

Does anyone know what has failed for water to enter the right taillight? Is it the seal between the lens and housing? Nothing wet inside. Can it be fixed or just buy a new one. Bought this 3 yrs ago and is a Velejo. Actually has standing water in it.

Remove it, dry it out and inspect. Probably the foam seal behind it

I did do that and looked fine plus no water entered the car. Then it came back. It even turned the chrome at the bottom black?

It is the seal, a hole, or a crack. The crack or hole could be covered by the seal allowing water to pass through while looking fine.
