emergency fuel cutoff

All cars made today have an emergency fuel cutoff that cuts off the fuel when the car is in an accident. The purpose being to keep the car from catching on fire.

However, if the car is not damaged too much you may be able to drive it home, or off the road. In any case you will need to turn the fuel back on.

Does anyone know where this valve is located? I can't find it in the Owner's Manual.

There isn't an actual "valve" in the MINI that you can turn on/off if you get in an accident.
The fuel pump shut-off is controlled by the airbag module.
When the airbags are deployed, the module shuts off the fuel pump, unlocks the doors, turns on the flashers/hazards, etc.

I know the owner can't turn the fuel off and on. The valve is automatic that cuts off the fuel in an accident. However, every car I've had in the last ten years or so has a way to turn the fuel back on if the owner deems it necessary as a way to move the damaged car.

it's not a valve per se. Cars in the States have an inertial fuel shut off solenoid. Activation of the unit does not require air bag deployment. I have seen a car that blew out a right rear tire set off the switch. The reset is usually in the rear of the car. It is usually a red push button.
Having said all this, I don't know where the switch is on the mini, nor do I know for sure the activator.

As long as the airbags have not deployed, you will be able to move the car.

I know that Fords used to have an inertia switch like you described, and actually the early '02 MINIs had a similar switch.
