Questions for you. We need this info to help you.
Which rack system do you have? OEM Base Roof Racks or Roof Rails?
If the OEM Base Roof Rack system then do you have the one with the little fins on the bottom side at the front? (this make a HUGE difference)
If roof rails what crossbars are you using?

It is very hard to tell from the photo about the wind breakers on the front bar.
There should be 3-4 little rubber pieces on the bottom side of one of the rack cross bars. This one MUST be in the front. They reduces the wind noise by about 90% on the rack itself.
As for noise the bike tray are making a fairing may or may not help. From my personal experience the fairing only help on reducing the noise from the rack cross bars but not anything that is mounted above the top of the fairing.

They were NOT on the front, so I will switch them out and see if it helps. Thanks

I have the whole OEM rack with OEM bike rack with Thule fairing on my car for a period of time. I would say the fairing helps on reducing the turbulence but it will be nosier when you go over 75 mph. That's my 2 cents Now that I took the whole system off and everything is quiet

How was it when you had the fairing in city driving? The dealer mis-mounted the racks and now they are correct with the small rubber deflectors in front but alas, little help with or without the bike carriers. Makes having the large sunroof rather useless with all the wind noise.

In city driving, I can fully open the sunroof but you might experience some wind noise above 40mph.
