Tach Unit and OBDII port NO POWER! HELP!

Hi, brand new to the site and see many have had this problem however need clarification.
2009 Clubman that has lost power (I assume) to tach unit and sure no power at OBDII port. Had scanned for codes late last week so OBDII was working. Drove car sunday and tach unit/display working as it should. Monday started car and noticed tach not working and no display. Connected scanner and realized no power at OBDII port. I have a Bentley manual but having trouble deciphering schematics to isolate so need some guidance as what and where to check for what?

I have checked all fuses under hood and right kick panel=good.
Relays seem to be good.
Checked wiring connector going to tach and it is solid.
Also, noticed that the steering is not locking or unlocking with key inserted.
PLEASE any help is appreciated! I need my car functioning correctly again. I'm retired and on fixed income so can't possibly take to dealer or shop for repair.
Thanks in advance.
