I don't understand the comment
Those aren't the actual Fog Lights, those are part of the Parking Light System, the actual Fog Lights are below the Parking Lights in the same lens assembly
but it is so far out I can't form a good question!

incorrectly. He's not sayiing the fogs ARE on in this condition, but that they CAN be turned on if the parking lights are on . . . .

The idea behind this is that you are not driving in fog every time you are driving with headlights on. In some states it is illegal to run fogs w/o a real need.

I wouldn't go that far But on my last vehicle '04 F-150, you could leave the auto lights on and the **** pulled out for fogs all of the time. The euro automakers seem to be more in touch with the functionality and necessity side of things.
Sidenote:from a little reading on VW forums I noticed tons of guys and gals switch the headlight switch with the euro model to they can add rear fogs. Their switch has auto, off, parking lights, and headlight positions, then the switch has 2 spots to pull it out to, fogs, rear fogs. People do this for more control over the car's lighting choices and to recode the car to run fogs as DRL I think. Different car makers do it all differently.

I only see 3 light settings:
3. Off
2. Parking Light On (lower lights, separate housing from main headlights)
3. All lights On (Headlights and Parking lights)
(I haven't yet gotten into programming them).
So is there a separate "fog light" setting? And are the fog lights housed in the headlight assembly?

At the risk of sounding like an idiot, can you explain?
I only see 3 light settings:
3. Off

The fog lights themselves are housed in the lower light assembly with the parking lights.

If you have fog lights, there is a separate toggle switch for them in the center stack (with the windows, door lock toggles). As noted earlier, you have to switch your lights to at least the Parking Lights On position to enable the fog lights to come on when you hit the toggle switch.

And, answering a question that no one has asked yet:
Yes, in a former life, I found a need for driving with the fog lights on without the headlights on. It was at night, when it was snowing. The snowflakes were big, and reflected too much light back at me, even with the low beams. Yeah, I tried the high beams just for the heckuvit, and was quite sorry I did. The car I had at the time allowed the fog lights to be on with the parking lights, as mentioned above, and I found it worked very well, thank you.

Put in a set of Nokya Hyper Yellows, that'll make the difference. The OEMs are virtually ineffective as a fog light.
