Sounds like a junk dealer fee, crammed on the bill.....
who would ever dispute a fee to protect the enviorment?! Or that what they think....or rather is betting on. Just another way for them to add $$ to the final bill. That is all the dealer cares about...the final $$, and any fee they can tack on to add to the final bill is just added profit. Car dealers are no diffent than any other business...the final $$ out the door minus expenses/overhead is what they make as profit....they are just trying add to the final invoice with a guaranteed profit with a non-negogated fee....
I woul dispute it....say i agreeded to x$ out the door....

In Massachusetts some dealers are charging a "Homeland Security Fee" or "Sept 11 Document Fee" Both totally bogus but sales people here are telling customers they are state mandated fees.
Here is the local TV stations report on these and other fees

Agree with the comments above...just another dealer profit item, since it doesn't seem to be a legit IL state fee.
Our local shop adds a $795 "protection package" to each in-stock vehicle, some type of ye olde Scotchguard product and a warranty / insurance policy against interior stains or mishaps. I passed on this for my ordered car. At least there's some "product" being included, whose worth you can assess and decide.
I get trying to make a profit / stay in business / keep the doors open, but adding charges for "nothing" feels oily / lousy IMHO.
Others of course: $295 tape pinstripes, $495 window VIN etching, "TruCote", yada yada. In stock cars loaded up with dealer-installed accessories to pad the price.
MINIs are beyond the days of "Market Value Adjustments" for the most part, I'd guess? There probably aren't Roadsters in stock at most dealers, they might be the only likely candidate for "be the first on your block" impulse buyers who'd agree to pay above/beyond MSRP to have their car *today*.
Autoblog had this post a few days ago about the new Toyota Prius "C", the 19-20k Yaris-sized hybrid that just came out. A Florida dealer adds $7k to the sticker, "just because". Again: independent merchant, they can price how they choose, consumers can choose not to purchase. Still: gives a certain odor when this is done.

For our cars, MINI markets a certain image / bond / special relationship, hate to see that get drug into what often is "the usual" stuff, buy here, buy now, what'll take to get you into this car today, sleight-of-hand tactics by some dealerships.

i need to correct my previous post....
there is a $700.00 destination charge itemized on my window sticker
on the sales contract the dest chg is rolled up into the list price
but there is NO "Enviromental Charge" either on my window sticker or sales contract
no TSA or 9/11 charges either
