So the only way to turn them completely off is to turn of the car? I've noticed there is no way to shut headlights off when the car is running. Is this right?

You should just be able to turn the **** at the end of the turn signal stalk to keep them on or off.
You may have your headlights setup to be always on to serve the DRL function. You can scroll through your advanced options menu in the tachometer to change this.
