Plate holes don’t align correctly.

Not sure if this goes here but I have a general question...
I just bought a 2013 base hatchback & just got my plates from the DMV. Got home to find out the holes on the front & back of my car are wider than the plate holes. Just curious if anyone has experienced similar & what they did with out drilling preferably.
(Center bracket mounted on front.)

There is a plastic piece that fits between the plate and the body.

Looks like this

I'm in Fl and it's rare when my new plates have holes that line up with the mounting points on my cars (BMW & MINI). I think it's just sloppy workmanship on the plates. I just enlarge the holes on the plates with a Dremel tool and make them fit.
