When I configured my 2007 MCS and placed an order in Dec, white turn signals were $0 and now they are listed as $100 on the car configurator. Does that mean I will have to pay $100 for the white turn signals upon delivery?

Unfortunately, it now cost $100. If your dealer is cool, they might honor the white turn signals for no cost. Driving lamps cost extra too now.

When you put your deposit down you should have received a copy of the options list along with the corresponding prices. If you show that the white turn signals were n/c when you ordered it in writing, the dealer must honor that price. Same with the driving lamps, if you ordered those as well.
