Speedometer Reads Exactly HALF, and No Warning Lights

Ok. It's driving me crazy. I have searched and searched.

I cannot find information about this issue anywhere, and am out of ideas.

I have a 2002 MCS. Since I purchased it used, the speedo has read exactly 1/2 of actual speed.

I am not getting any codes or any dash lights - most importantly, no ABS / Brake light. Just for grins I changed out the ABS Speed sensor on the front driver side when I did wheel bearings, but it didn't change anything.

There must be some / good reason for the 1/2. It can't be coincidence! Can someone explain this one? I'd love to fix it, but I'm almost more interested in just knowing WHY!!!

Thank you.

Scan it with our scan tool bet there is hidden faults, if there is it will find them.

I got codes. Lots of them.

5e38 - Rotation Rate Sensor
5e1f Vehicle Identification number different
5e16 CAN connection to instrument cluster
5e43 Steering Angle Sensor, Internal

I've only just started reading about these codes. The very idea of having to "code a sensor" to a VIN is something I haven't run into before. I'm new to the Mini and European cars generally and all this stuff is going to be an adjustment I guess.

I wish now that I had access to one of your scanners, since you stepped up to help out, but I have to be honest that these codes came from an iCarSoft.

Is it possible that rather than exactly half, it is closer to .62 off of MPH? That would mean it is set to display KPH rather than MPH.

It's actually old enough to have one of the needle speedo's.

It really does seem too be darn close to half, although I'll admit I could be off a few %.
