I don't know of anything under the seats related to starting the car. Just things related to the stereo, and under the center console a yaw sensor for stability control.
Make sure that you've eliminated the trivial stuff preventing start, like clutch pedal switch if it's manual transmission or brake pedal for automatic.
The footwell module controls the windows (and a lot of other things) and it can malfunction if it is wet. The footwell module is behind the side panel in the drivers footwell. There is no access panel and you'll have to pull the trim panel to check.

I didnt think about the brake pedal. I wouldnt even know how to go about checking that any ideas?

Disclaimmer. Just trying to help. Not giving you advice. That said, this is a pic for comparison. 2012 Countryman S, manual. I have a 50A fuse in the slot where you have a 40A. And my top slot is open where you have a 50A. Don't know what any of these fuse locations is for. Sorry, best I can do. Hope it helps. I feel you frustration.

I looked on the diagram on back of the fuse box cover and yes a 50 goes in place of the 40. Trying to figure out where I can find some relays to swap out now
