that's the factory kit and is available from many sources in addition to ECS like Outmotoring.com and Minimania.com so shop for your best price (including shipping)
If you buy the factory kit be sure you get a copy of the install instructions - which are NOT in the box IME.
The factory kit is the most expensive option for installing driving lights and also the most difficult install (wiring is overly complicated IMO)
There is nothing special about the factory kit lights themselves and sites like OUTMOTORING will show you several other options {the factory kit integrates with the high beams and does an automatic 'reset'} .... you can buy 'generic' driving light kits (like Hella or Lucas) for a fraction of the cost of the factory kit. Installation with a simple toggle switch is a snap. The one 'issue' you might have is the mounting brackets. If handy you can probably whip something up, or places like OUTMOTORING offer factory brackets alone, or other types of brackets .... you have options ....
I've installed many sets of both factory and generics on GEN1, GEN2 and classics ... if you have questions feel free to p.m.
p.s. they are know generically as driving lights but MINI also calls 'em rally lights
p.s.2. if you just want the LOOK and don't plan to ever use 'em .... you CAN HANG 'em and not wire 'em saving a bunch of effort!!!! B4 you say this is stupid ... I hated the 'blank plugs' in my 07'S tail where the rear fogs would go but did not want to pay for rear fogs I'd never use. So after I got the car I bought the light housings (with lens) for under $50. Installation took about 15 minutes total ....
