I think you can safely scratch this as a possible cause...
Because rotational weight (Unsprung) is worth 3-4 times the same weight that's sprung. 18's that weigh (with tires) 75 lbs each vs 16's that weigh (with tires) 40 lbs each WILL affect gas milage. Not by 8-10 mpg, but you WILL notice a 2-3 MPG average hit.

If the diameter is the same, whichever wheel is lighter wins.
