To some degree.
I've realized it just takes it a little while to reach the speed you set the cuise to if you are rengaging it or if you do up or down a hill while it's on.
Depending on what year you have, there was a diode recall (I got it for my 03) that was said to possibly affect the cruise control. I have used the cruise much but I got the recall and I haven't noticed a difference yet, but perhaps there is?? Not sure. Ask your dealer about it.

I'd like to revive this thread because I am still not happy with the MINI's cruice control, even after the diode and harness work.
To recap, the diode and harness service item was done on my car recently, and the dealer told me that this was supposed to 'fix the cruise control'. Mine had worked in the past, just not very well.
Basically, I noticed the same thing:
there is a huge amount of speed variability in the cruise control, as much as plus and minus 4 mph from set speed. In other words, if set speed is 75 mph, I see speeds as high as 79 and as low as 71. To me, that is unacceptable.
In addition, the + and - buttons do not work as stated in the manual, where it says that tapping the button briefly will raise or lower the set speed by 1 mph respectively. This doe snot work. It did not before the diode fix, and it does not after the diode 'fix'.
You are right, the CC seems to work more like old style analog controls, but even the analog control in my old Subaru Outback held speed to within +/- 1.5 mph, and the + and - buttons worked well to increase / decrease speed by 1 mph.
It seems crazy that the CC in the mkINI works so poorly, because the system would appear to be ideally predisposed for much more accurate control, with all digital electronics and drive by wire throttle.
Here is another observation:
The MINI cruise control decreases my highway mileage (consumption) by a whopping 2.5 mpg when cruising on mildly hilly roads or any roads that are not flat. This is because the CC has the infuriating tendency to DECELERATE on downhill stretches and the ACCELERATe on uphills, and this is also when I get my max variation: you end up coasting downhill and in the bottom dip you are at 4 mph below set. The CC then kicks in and the car accelerates uphill, and as you crest you are zooming along at set + 4 mph.
The problem is that the system is waayyyyy tooo slow to react.
I think tightening the response speed will reduce the speed variability and improve fuel consumption under CC.

"Me too" posts annoy me but....me too. Mine varies by about as much as MG-BGT. With practically every aspect of the car's operation monitored by the computer I'd think a cruise control would be fairly simple to implement. At this point it's not much more than an annoyance to me (by itself certainly not worth a three hour trip to the dealer). It'd be pretty neat if one all encompassing software update clears up the stumble/yo-yo/window dip/cruise-control/trip computer troubles.
