If the car is still under original maintenance plan and warranty - does dealer rotate and balance tires for free?

If you complain about a vibration, yes (at least Mini of Pittsburgh did). If you change to aftermarket wheels or tires, no.

I hadn't had mine rotated by the dealer, but then again I only "rotate" when I change from snows to summers 1x/year, works out to about 6-8k between rotations...

 

no tires are covered in th first couple of thousand of miles they might balance them after that you are on your own. it is alot cheaper to balance and rotate them then buy new ones every 15k miles

 

... although if you drive in a sporting fashion, you'll be lucky to get 20k out of a set!!
