i called the local dealer and described where the bubbles are forming. he said that it will probably be covered as he's seen a few cases of rust forming in the same spot and they were covered under warranty. i'm going to take it in in the next couple of weeks.
just FYI, the rust warranty covers body panels. i just checked my warranty book and the service guy at the dealership confirmed.

Yes, It was water sitting between the bumper cover and the body. the gap is such that its almost like capillary action holding the water there. So I took my dremmel and cut the bumper cover back to allow water to drain much better. You cant see my mod at all from any angle, and from what I can tell the water is not hanging out there anymore.
