Horn problem

Horn problem
one of my high horn is dead, so i went to dealer and got a new replacement part, and my fuse is also blown too. Now here is the funny part, before i replace a new horn i replace my fuse, 15a fuse got blown right away after i
put it in, so i think there is short circuit some where. Then i upgrade to 25a fuse, it won't blown but the working horn stay sound on, i have to remove the fuse to calm it down.
Now i'm putting my new horn and put back the 15a fuse, both horns just don't want to stop . there is the problem now??? could it be the relay is going bad. (that's the only thing i can think of now) because all connections are hard wired.
If anyone have experienced please post a input. thankyou.

I no longer have a GEN1 to check but I seem to recall when running down an electrical problem, pulling each of those relays out of both fuse box'. They just plug in...... unfortunately the Haynes wiring diagram does not label the various relays on the fuse panel, but just says the horn relay is on the pass' compartment fuse panel.
it could also be the switch tho......
for grins I'l try unplugging both horns then reconnecting one at a time....ya never know.

i figure this issue more likely caused by the water short the horn, then burn the fuse and also cause the relay to go crazy.
