horn fuse keeps blowing!!

there are two horns
I'd unplug one at a time and see if you can localize to one side ... and go from there.
Unfortunately the horns are a wee bit hard to get to ... Haynes recommends taking off the bumper cover. That's not hard but a bit intimidating the first time you do it.
If local to one side I'd probably swap horns and see if the problem goes with the horn. If yes you know what to do .. new horn. If the problem stays, well check the wires you can see on that side for a short, or just run 1 horn in the future . . .
Could be in wiring you can't see, or in the switch . . .

UPDATE
so i got a new fuse and started disconnecting each horn. first i disconnected the passenger horn. honked a couple times (nothing too long) and fuse is still good. plugged it back in and disconnected my drivers side and no horn is present at all but fuse is still in tact and relay is clicking. plugged the other one back in also and i can hear the horn again
soooo is it safe to say my passenger side horn is dead? i continued to honk several more times with both horns plugged in to see if the fuse would blow again but no blown fuse yet. could a dead horn cause my fuse to blow and is only a matter time before this new fuse goes out?
