Header heat shield rattle

I've got a R53 and ever since I've had a pulley installed, I've had a buzzing rattle. I just had the car in for some more work and asked the shop to look into it and they determine it was the heat shield covering the exhaust manifold. They bent it up so it wasn't touching the header but the buzzing persists.

Is the shield only held on by the two visible bolts at the top? It's floppy as hell! I'm going to bring it back in and they said they could trim it down where it's touching another bit, but I'm surprised it needs trimming at all. Any thoughts?
