You are welcome, If you have it already you will have the little tube coming off the back of the valve cover and going right before the intake near the valve.

You should also be able to go to a dealer and have them check the MINI records for this. I would have thought that they would have changed over to the new design by 2010, but maybe MINI hadn't gotten it into all of them by then. I had the problem on my '07 and it was fixed in '09. What I don't remember from my '07 was whether this was a "total" fix or a "most of the time, if it doesn't get too cold fix". The reason I say this is I have a vague recollection that it is the latter.
Also, there is a debate on another thread about the effectiveness of OCCs. When it is cold and the engine is cold, the amount of moisture produced is probably more than the OCC can handle. Not that it has been cold where you are. Besides, the ice block forms after the car is shut off and the moisture condenses in a bad spot. There is nothing to force the moisture through the OCC like there is when the car is running.
Let us know what you find out.

Thanks Eddie. Looks like I do have the cold weather manifold. I suppose I would be throwing p1637/38 a lot more often if I didn't. I hear what you're saying about the OCC. Hopefully this frozen throttle thing is just a "once in a while" annoyance.

Alright, she popped P1637 and P1638 again this morning. I let her warm up to above freezing, shut down and restarted twice, and she was back to normal. Cleared the codes with the ScanGauge and drove to work. In these driving conditions (cold and avging 20 mph) the coolant temp only warms up to ~160 degrees on my daily commute. Perhaps not reaching normal operational temps is causing the issue? Thoughts?

No, I doubt there's an issue with my thermostat. Mine does run at ~220 when I can drive at normal speeds and not in temps well below freezing. Like I said, it's been consistently 20 below freezing here for the past few weeks, and I rarely reach speeds over 20 mph on my daily 15 minute commute to work. When traffic is heavy, my commute can take up to 45 minutes, in which case the coolant temps do reach ~220.

Turns out I'm an idiot, and do indeed have the normal weather intake manifold. I compared the photos directly to my manifold and PCV hoses, and it is definitely not the reworked "cold weather" manifold. Seems odd, considering it's a '10 that was sold new in Michigan. I wonder is the PO dealt with this problem, and what they did. Anyway, I'm thinking an additional OCC is a possible quick and easy fix.

It appears Mini will install one under warranty, if you still have coverage. My warranty coverage just expired before this started happening.

Also, I would push on the dealer to do the replacement under warranty. This is a known MINI problem.
