Car bogs and lacks power in 1st gear. Sluggish till about 4000 rpm

Noticed some oil around the valve cover but I think common for 68,000

what are your thoughts and have any of you experienced this?

I feel it at all temps. Car has been stock it's whole life however I am the second owner. The guy I bought it from was older so I really doubt it was ever modded. It always runs with 91 octane.

Car history? Any known mods? Octane of the fuel? Outside temps you feel it at??
