The only codes thrown are related to a wheel speed sensor/abs system which was an issue before the engine blew up so I'm assuming it's NR.
I suggest you fix the "known" problems before worrying about others. Considering how much interaction exists between all the sensors and the ECU, your "wheel speed sensor/abs system" problem could be causing the ECU to limit power available --- the limp mode.

And if you're still worried about the "old turbo", maybe the waste gate linkage was damaged during the install? It's not easy to get at and examine, but is very exposed and susceptible to mishandling damage.

If it's a DV, its a quick and simple check. Did you replace the valve cover? Were intake manifold seals replaced? Along with new turbo manifold seal replaced? Leaks can come from anywhere, so you should ensure items that should have been replaced in the swap, were replaced.

Seals have been swapped in the necessary places and the valve cover is brand new due to it being part of the new block. I'm trying to figure out or get an idea of things it could be aside from leaks in general. Car holds and runs oil and coolant through the system without an issue. It boosts to 2-4 psi max then drops.
