Not boosting properly 😔

Finished swapping out a blown n14 block with a new one and have been driving the car for the last month. Just now getting time to address this problem. The car will boost but no more than 2-4 psi. I've check hoses for leaks and everything seems to be fine. If I floor it while rolling it will come up with the limp mode engine but operates fine and no code is being thrown in reference to that. I'm thinking it may be the diverter valve? And that possibly its torn but and SOL in regards to thinking of anything else. Turbo is from the old engine which blew out at 73k due to a camshaft sprocket bolt breaking off. Thanks!
The only codes thrown are related to a wheel speed sensor/abs system which was an issue before the engine blew up so I'm assuming it's NR.

And if you're still worried about the "old turbo", maybe the waste gate linkage was damaged during the install? It's not easy to get at and examine, but is very exposed and susceptible to mishandling damage.

Seals have been swapped in the necessary places and the valve cover is brand new due to it being part of the new block. I'm trying to figure out or get an idea of things it could be aside from leaks in general. Car holds and runs oil and coolant through the system without an issue. It boosts to 2-4 psi max then drops.
