Fuse replaced (5a) for fan but still not turning on

Fuse replaced (5a) for fan but still not turning on

I just realized that my fan doesn't turn on and I found the fuse is blown. I replaced it and turn the a/c on but the fan still wouldn't move. The a/c fan shares the same fan as the radiator too right? Fuse check again and it looks good.

By the way the power steering fan was filled with oil and it took a few turns before it smooths out. Cleaned it now but should I check if the ps fan stays on? Does it stay on whenever the car is running?

i understand that both rad fan and PS fan runs on the same fuse. However I replaced it but so far the fuse is okay. My low speed fan is not running with a/c on so that could be a failed resistor. However do you think the fuse is still okay because the high speed fan has never been activated (weather still a little cold here).
