Idle Up a few hundred RPM then gone.

I'm noticing the upon idling down there is a second at 1000RPM and then followed by a 300 RPM Blip then all back to normal.

Anyone know why?

When the car was new, I have been told by the dealer that it may fluctuate. I was living in the desert before. I don't have this issue anymore.
