Headlight adjustment / bulb replacement.

Headlight adjustment / bulb replacement.
I am continuing to have headlight issues.
First. I went to take the HID bulbs out, I took the plastic cover off that has a spring clip holding it on, and instantly the bulb and the i'm guessing ballast?, (the module directly behind the bulb) fell out, and I could not figure out how to use the twist ring to hold the bulb in permanently. Does anyone here have any idea how that works? or is that just made to loosely hold it an the plastic cover is what holds the bulb tight?
Second, when the headlights do work, they are completely aimed down, after I messed with the bulbs, they got better, but still dont go high enough. The manual adjusters do not make it go high enough. Is there a way to test to see what is causing the lights to do this?
