Steering question

I'm new to minis
I have a jcw which is in need of some repair,
Quick question the steering wheel does not lock when the car is off. I can enter the car with out the key fob and rotate the wheel full direction left and right.
I find this abnormal, or is this just the desing of the car?

Also found a bent tie rod, so im thinking something is also perhaps damaged further in the eps.

I want to say that the car will let you turn the wheel until it reaches a certain angle on either side, then it will lock. But i'm not 100% sure.

all my Minis turn both ways no locks including my Countryman ALL4 S. I had an 07 S for repair, and it DID have the steering wheel mechanism!

My 2011 MCS appears to have no steering wheel lock mechanism. I found this to be quite odd. But I would say that it's "normal" for a MINI. I always though that the steering wheel lock was a Federally-mandated deal, since 1968 or so. Odd, indeed.
