ABS Trifecta Warning Lights

I've got a 2006 Mini Cooper S with just under 100k miles. A couple years ago (at around 60k miles) I had the ABS trifecta warning light issue (ABS, TPMS, & Check Engine lights all on). At the time I replaced both front ABS sensors which solved the problem.

Fast forward to today and I've got a similar problem (I say "similar" because this time the TPMS light comes on only after driving about 100' - last time I remember it being constantly on).

My problem now is that I'm not in a position to work on the vehicle myself (the Mini & I are in Cali and my tools back in Illinois). So to save time & money I bought four new ABS sensors (from eBay) and found a local guy to replace all 4 for a couple hundred bucks. But it didn't cure the problem this time...

My local guy thinks it could be two issues:
1) Cheap ebay parts vs OEM parts
2) That after sensor replacement the ABS needs to be reset (he does not have the reset tool).

So question - I'm considering to buy a OBD tool to troubleshoot & reset the ABS. I've found a Foxwell Tool NT414 and NT630 that appear to do the job. Wondering if anyone has experience with Foxwell or could recommend something better / cheaper? Or am I going off in a completely wrong direction here?

Note: After the ABS sensors were replaced I tried two things:
a) Disconnect the battery to reset the computer
b) Reset the computer through the dashboard
Neither helped.

Thoughts...?

You could have a fault with one of the tone rings on the wheel bearings, that would also cause a faulty wheel speed reading.

You need to have someone with a quality scan tool read the codes, that's the only way to fix the problem without throwing money at the car.
