New key FOB programmed, still won’t start

Who did you purchase it from? There are hours and hours of reading in this forum about replacement key fobs. You say you programmed it. How did you accomplish that?
Keys have to be replace thru dealerships because you have to provide proof of ownership, VIN, registration, DL. The key has to be programmed to the car's VIN. I don't know how many times this has come up but the results are the same every time. There is no shortcut. There is a guy on the forum who can do repairs on keys like battery replacement and such.

Do you mean the chip is lost, or you transferred the chip from the original key? If you lost the chip, there is no chance that the car will start. Programming the remote lock works separately from starting the car.
