Obd communication issue

Today I got a engine light and went to read code and I go a a error, before you ask yes my scanner works for my car I have used it numerous time on my car. I started to do the things I have read about this issue like take both battery cables off and touch them together, check the back of the fuse block for corrosion and checked for power to terminal 16 on the obd port I have 12.3 volts at port. I have found no issues except my #5 fuse in foot well fuse block has no power on both sides of the fuse. I took the fuse out and tested it and it is fine. My question is were does it get power from, could it be that my ps fan is bad and causing this issue?

Let me start by saying I will be of no help to your current problems as I am just getting into minis myself. That being said, I am having the same problem with fuse F-5 and cannot for the life of me figure it out. Also, I had NO power to pin 16 in the OBD port, which is not your case, and just ran a wire to the battery for now to get me by. Good luck with yours and hopefully I can get more figured out with mine. If I figure something out I'll post again with what I found. Thanks!
