Is this abnormal? Having boost issues

So for quiet some time I’ve had issue with going into limp mode when I’ve got a load on the car or foil a pull and even sometime when I’m at partial throttle Accelerating. I’ve gotten a scanner now and it reads that I’m having low boost issues meaning there’s a leak somewhere. While messing around I’ve realize the waste gate arm is very loose and I’m wondering if it could be the problem. I’ve included a video (which I hope works, it’s my first try)

I don’t think the wastegate arm is supposed to move like that... If the wastegate isn’t closing fully, which it can when worn out, you will have boost issues.
