seat belt

Is the seat belts a dealer only repair? I'm having problems with my dashboard lights.

From a dealer's perspective, everything except maybe (!) light bulbs and fuses listed in the owner's manual is a "dealer only" repair. But given the tools (that includes diagnostics and software tools), nothing is a "dealer only" repair. ;-)

Replacing the belts or the belt tensioner does not involve any coding or activating (if that is what your question referred to).

al b, I used an Autphix(sp?) diagnostic tool with BMW/MINI software to reset the system. Lights are gone. If you don't have it(or unwilling to buy one, $150-ish), a small garage with the right tool may charge you a few bucks to do it, but you'll avoid the stealership.
