Just double-checked with a tech. That is where you fill the Coolant after a drain/flush. The Cooper S has a pressurized expansion tank, so you can fill it directly via the tank. The Cooper's tank, however, is not pressurized so you need to fill it via this tube.

Thank you Rev Limiter for the labeled diagram--you beat me to it and that was the cap in question, and thanks Mini2Go for an answer that makes sense and kills my annoying curiousity. I wondered if it were something like that as the MC has a pop off coolant cap and the MCS has the screw on/off cap.
