Depends both on the wheels and the design of the coil over itself. Some do some don't . For example ours come close but do not require a spacer. I have also had two sets of LEDA shocks and a set of KW that did not require spacers.
I have pss9 on my 2006 with 17 s lite stock wheel and lowered maybe 1 1/2" or more and no rubbing and no spacer needed.the front is cambered @ -1.5 and rear is -1.0

But this question is way to broad -- It depends on the brand of coilovers, the type of spring used (beehive or straight), the wheel/tire size, and the wheel offset.
I am asking because from what i saw(KW's and M7 coilovers, which i am most interested in) people required spacers because when lowered the perches rubbed the tire.
