Honestly you aren't really supplying enough information for anyone to be of much help. What model ESM wheel?
If you want "the lowest ride possible" theoretically you want the smallest tire possible, doesn't mean the smallest tire is actually going to look good.
You say you don't understand staggered fitments. Does that mean you want a non-staggered fitment? Do you think you need spacers?
It doesn't really sound like you really know what you want. Perhaps some more research on your part is in order so you can find out more clearly you are trying to achieve.

2009 Mini Cooper s
Vmax coil overs
ESM-002R SL 16" wheels
Tire size I would need advice for these wheels
I would like to keep the wheel and tires as close to the wheel well edge as possible without too many other modifications. The photo attached is the look I am trying to achieve.
Thanks for your patience.

His user name is RedAndBlackMiniS, Im sure you could PM him for the exact details. Or search the posts he has made about his setup.
I believe his tires are 205/40/16.
With a ride height and wheel fitment like the example you posted there is a bit more involved than just bolting on some coilovers and wheels. You are about to make a significant financial investment into something you don't really understand. In addition it is a lifestyle choice because you cannot drive a car around that low without risking damage if you aren't carefull. This means avoiding ALL potholes, manhole covers, speed bumps, severe changes in grade, etc.
Are you going to install the parts yourself? If you are having a shop do it, have you talked to them already? The ride height you are trying to achieve will be preventative because it will be too low to get on most all car lifts.
Obviously the community is here to help. However I would encourage you to take it upon yourself to learn a little about how this stuff works.
